I work where governance, digital government, and applied technology meet — turning rigorous analysis into reform that institutions can actually carry.
I help donors, governments, and local institutions design and implement reforms that are politically informed, climate-smart, tech-enabled, and locally owned. My work applies AI, digital platforms, and data-driven systems to strengthen policy design, programme implementation, monitoring, learning, accountability, and institutional performance.
Across my career I have directed portfolios exceeding €500 million in governance, economic growth, elections, and institutional reform. With USAID I served as Head of the Governance and Institutional Reform portfolio — as Technical Office Director in Montenegro and Iraq, and as Deputy in Kenya — leading sector strategy, programme design, and oversight of multi-year donor investments.
Most recently I have led Political Economy Analysis and advisory support on Housing, Land and Property reform in Iraq in support of EU programming, now continuing as MULK Project Manager with UN-Habitat. As Co-Founder of EmpowerDevTech and the Climate Canvas Initiative, I have developed digital and AI-enabled solutions that advance localisation, strengthen organisational capacity, and equip local actors to respond to governance, climate, and market challenges.
